Subject: Autodetect a suitable locale for -Tutf8 mode, and allow overriding it
 manually. Based on a patch from Svyatoslav Mishyn <juef at openmailbox dot
 org> tweaked by me. The idea originally came up in a conversation with Markus
 Waldeck.
